There's no app to install, and your photos stay private.
First, each HEIC photo is turned into a standard JPEG image. Safari does this on its own. Other browsers use a small decoder that loads only when you add a HEIC file.
Then each image is placed on its own page, using your page size, margin and fit settings. The pages are saved as one PDF file on your device.
Set these once, and they apply to every page in the PDF.

Small choices make a better PDF.
Put photos in order before converting. The page order follows the thumbnails.
Use Fit image for photo albums, so pages have no white border.
Use A4 or Letter with a small margin for documents you plan to print.
Crop photos on your phone first to cut out the table or floor around a document.
Compress the PDF afterwards if an upload form has a size limit.
